Gitolite ships with a list of non-core commands that are available but disabled by default. These commands are config, D, mirror, symbolic-ref, etc.

I don't understand where exactly I would enable them; the documentation doesn't seem to mention it either.

I've found it. There's this section in ~/.gitolite.rc:

# List of commands and features to enable    
ENABLE => [
    ...
]

Just add the command name to the list, like this:

ENABLE => [
    'symbolic-ref',
]
